2024 – Lt Kelly Degman

LT. KELLY DEGMAN

Kelly Degman has been working with a large Sheriff’s Office since 1995. He has worked as a Patrol Deputy, Jail Deputy and Judicial Services Deputy, Training Deputy, Shift Sergeant and Training Unit Supervisor.

In 1998 Kelly was part of a small group assigned to forming the Jail Emergency Response Team (CERT) where he has been an operator, less-lethal operator, breaching “guy” and instructor, on the team and at the state level. Kelly has been the Asst. Team Leader (T2) and since 2010, Team Leader (T1).

In 2002 Degman was transferred to the Services Division where he has been responsible for the oversite of the Sheriff’s Office Survival Skills Program and the training for the Sheriff’s Office Academies and In-Service. While assigned to the Training Unit Kelly remained the Team Leader of the CERT and was assigned to Mobile Field Force Team (Civil Disturbance Team) and has been supervising the team since 2010. In 2002 Kelly received the Trainer of the Year award.

In 2012 Kelly was promoted to Sergeant and transferred to the Jail as a Shift Supervisor and was then assigned to the Services Division as the Training Unit Supervisor.

Degman has been involved in conducting administrative investigations into officer-involved shootings, use-of-force incidents, and critical incidents. He is also a member of the Sheriff’s Office SST, a small team of senior instructors from every division, county counsel and several certified subject matter experts. Like other agencies, reviews are focused on the facts of the incident, equipment used, communication, training, supervision, current case laws, polices/procedures and lessons learned from the incident. The findings are used to make changes in the department and training.

Kelly is a Senior Use of Force Instructor, FTO, Excited Delirium/In Custody Death, and Master Taser Instructor. He is a firearms trainer for the Sheriff’s Office and a member of IALEFI (International Association of Law Enforcement Firearms Instructors) and ILEETA (International Law Enforcement Educators and Trainers Association).

In 2019 Kelly was promoted to Lieutenant.

Degman is a graduate of the OSSA Command College and is a Certified Litigation Specialist.
